UEGCL Strategic Plan 2023-2028

Overview

The 2023–2028 Strategic Plan sets UEGCL’s direction to align with Uganda’s development agenda, anchored on NDP III, Vision 2040, the NRM Manifesto, and the Electricity Generation Strategy (2022) targeting 52,481 MW by 2040. The plan builds on the 2018–2023 period, during which UEGCL commissioned the Isimba Hydropower Project (183 MW), took over Namanve Thermal Power Plant (50 MW), and re-transferred Nalubaale-Kiira Hydroelectric Plants (380 MW), achieving financial turnaround and operational growth despite challenges in project completion, funding, and plant conditions.

For 2023–2028, UEGCL’s vision is “Africa’s leading electricity generating utility”, and its mission is to “Sustainably generate reliable, quality, and reasonably priced electricity for socio-economic development”, emphasizing environmental protection, community support, strong governance, and financial growth. The company’s purpose is to ensure electricity is safely available from all plants at all times.

The plan is structured around four strategic themes: Operational Excellence, Stakeholder & Reputation Management, Sustainable Business Growth, and Human Capital Development. Implementation will be adaptive to evolving macroeconomic and business environments, with strong Board support, stakeholder collaboration, and continued alignment with national development goals to achieve efficient, reliable, and affordable electricity supply.
