Overview

The UEGCL Institutional Support towards Hydropower Operations and Maintenance Excellence (HOME) Programme is a five-year initiative funded by the Norwegian Ministry of Foreign Affairs (MFA) and implemented by Uganda Electricity Generation Company Limited (UEGCL). The program was established to strengthen UEGCL’s institutional capacity and enhance the operation and maintenance of Uganda’s large hydropower plants, particularly Karuma and Isimba Hydropower Plants.

The programme is implemented from January 2020 to December 2024 and focuses on improving operational efficiency, maintenance practices, and staff competence through technical support, training, and systems development.

The key objectives of the programme are to:

  • Establish UEGCL as a professional operator of large hydropower plants.
  • Increase the competence and technical capacity of UEGCL’s operations and maintenance staff.
  • Improve Uganda’s socio-economic development through increased availability and reliability of electricity.

Key outputs include:

  • Provision of technical support for operations and maintenance at Karuma and Isimba Hydropower Plants.
  • Establishment and utilization of a Computerized Maintenance Management System (CMMS).
  • Establishment and operationalization of a hydropower training centre.
  • Delivery of structured training programs for operations and maintenance personnel.

The programme places strong emphasis on good governance, financial accountability, risk management, anti-corruption measures, environmental sustainability, gender equality, and human rights throughout implementation. Through these interventions, the programme aims to ensure sustainable hydropower plant management and strengthen Uganda’s electricity generation sector.
