Overview
The Hydropower Operations and Maintenance Excellence (HOME) Program is a five-year capacity-building initiative implemented by Uganda Electricity Generation Company Limited (UEGCL) to enhance the operational efficiency and maintenance of the Karuma and Isimba Hydropower Plants. Funded by the Norwegian Ministry of Foreign Affairs (MFA) with a grant of NOK 84.4 million, the program ran from January 2020 to December 2024 following contract signing on 6 December 2019.
The program is implemented through two key components:
- Operations and Maintenance Technical Support – providing expert guidance, mentorship, and hands-on training to UEGCL’s operations and maintenance teams while supporting the establishment of a Computerized Maintenance Management System (CMMS) to improve plant maintenance practices.
- Capacity Building and Training Center Establishment – delivering annual training programs tailored to staff needs and establishing a dedicated training facility at Karuma Hydropower Plant, complete with a workshop, computer laboratory, and classroom.
The program aims to position UEGCL as a professional operator of large hydropower plants and significantly improve the competence of its operations and maintenance personnel. Key activities include training coordination by the International Centre for Hydropower (ICH), procurement of operational vehicles, provision of technical support services, and development of training center infrastructure.
